Chinas No. 1 Central Document for 2024 is released

The No.1 Central Document for the year 2024 was released on 3 Feb., 2024. It is entitled “Opinions of the CPC CentralCommittee and the State Council on studying and applying the experience of theGreen Rural Revival Program to effectively promote the comprehensiverevitalization of rural areas.”

Regarding the field of agriculturalproduction materials, the No.1 Central Document for 2024 put forward severalrelevant points:

1.         Improve the mechanism forensuring the supply and stable prices of agricultural materials, and encouragelocalities to explore the establishment of dynamic subsidy methods linked tothe extent of price increases of agricultural materials.

2.         Carry out categorizedgovernance and improvement of saline-alkali land, combining “suitable seeds forthe land” with “suitable land for the seeds”, and support pilot projects forthe comprehensive utilization of saline-alkali land.

3.         Strengthen the construction of agriculturalsocialization service platforms and standard systems, focusing on key weaklinks in agricultural production and small farmers, and expand service areasand models.

4.         Vigorously implement the actionplan to address the shortcomings in agricultural machinery and equipment,improve policies for subsidies for the purchase and application of agriculturalmachinery, and open a “green channel” for the identification of urgently neededand applicable agricultural machinery.

5.         Strengthen the construction ofconditions for the grassroots agricultural technology promotion system andenhance its public welfare service functions.

The Central Document No. 1 proposes to accelerate the promotion of the seedindustry revitalization initiative.

² Improve the joint research and development andapplication collaboration mechanism, increase efforts in the research anddevelopment of key core technologies for seed sources, and accelerate theselection, breeding, and promotion of independent excellent varieties in urgentneed.

² Conduct integrated pilot projects for the research,development, and promotion of major varieties.

² Promote the industrialization of biotech breedingand expand its scope.

² Vigorously implement measures to addressshortcomings in agricultural machinery equipment, improve policies foragricultural machinery purchase and application subsidies, and open up a"green channel" for the identification of urgently needed andapplicable agricultural machinery.

² Innovate credit service models to support key areassuch as food security and seed industry revitalization.
