On July 26, 2018, Shandong Province held a Standing Committee of People's Congress to conduct a special discussion on the work safety production in the province. The meeting indicated that in 2017, Shandong has closed and changed production for nearly 600 unqualified chemical companies. In the next step, the relocation of hazardous chemicals enterprises in urban densely populated areas will be speeded up, and the total number of chemical parks in the future will be determined. The province will only retain no more than 75 comprehensive parks and 10 professional parks through rectification.
On July 11, 2018, Changzhou Municipal Government of Jiangsu Province received a real name report saying that thousands of tonnes of chemical wastes from a pesticide company in Jiangsu were transported to Jintan Shuibei Industrial Park to landfill illegally. Then the Environmental Protection Bureau of Jintan District conducted an investigation.
The 2018 Session of Nanjing People's Congress announced to specifically reduce coals and chemicals in Nanjing, Jiangsu Province in 2018, by shutting down 40 chemical enterprises. Meanwhile, an action will be taken to govern the chemical enterprises in the province this year.
The Catalogue for Classification & Administration of Pollutant Discharge Licensing for Stationary Pollution Sources (Version 2017) released in 2017 makes it clear that the pollutant discharge licenses should be issued to the pesticide technical manufacturers, manufacturers of pesticide intermediates mainly used for pesticide production and pesticide formulations processors in the pesticide manufacturing industry. The deadline is set in 2017, except that for biochemical pesticide and microbial pesticide manufacturers.
Recently, Zibo City in Shandong Province, published the Notice of Implementation Plan of Regulation on Industrial Enterprises Operating during Non-peak Period of Winter 2017, which targeted at key industries like steel, coking, pharmaceuticals and pesticides for four months (15 Nov., 2017-15 March, 2018).
